Okay for those who missed the call, I’ll translate and sum it up for you:

In short, we’re all bitter that that stupid little computer company stepped into our space and tried to show us how to change an industry, and we’re joining forces to try to make up for a year or two of lost time, and thank you to Google for throwing some of its billions our way to try to win this war.”

Does that mean Android is all about web apps, you know, the kind of phone application platform for which Apple was heavily criticized?

From first looks it seems to be about trying to make sure there is a web browser in every handset and that that as many of those use pages that are friendly to Google's business. Like decades back automakers spent huge chunks of money buying up small, local transit train companies to shut them down too ensure that NA had a car culture.
How well this works with the iPhone's Safari, initially or in the future, will be interesting. If there will be two imcompatible "platforms" or if they will be somewhat compatible. Apple and Google are on fairly good terms (Safari is quite heavily Google branded) and even share a top executive Squirre...er, Eric Schmidt.
Additionally, since Google's
Additionally, since Google's project is open source Linux based, the applications should be easy to port over the iPhone with little or no conversion necessary.
For end-users this is probably a good thing, whether you go with the iPhone or one of the competitive devices that come out of the Open Handset project.
