Puerto Rico is not mention because it's consider a State same as Hawaii, but is it is available it's just that you might have to grab one from a AT&T store in the States. The iphone is being offer on the Dominican republic and most of the caribbean throw Orange a European company who got contracts with Apple already, and throw Claro & American movil who already started selling the device in Mexico
How did Puerto Rico get passed over for phones but Storbritannien got 250.000? Even Schweiz got 9.000. (May the Schweiz be with you.) I think there needs to be an investigation! Apple is evil and only selling these phones to make money. They don't care about the little guys.
Sources inside Movistar Argentina confirmed me that they are bringing the iPhone on August 22th, but they believe Claro (from Telmex) will launch it BEFORE that date.
