I think they only acted once there was demand for native applications and people started jailbreaking, I'm mean seriously if they wanted they could have released it at the launch of the iPhone, somewhere in the quicktime stream it says that it is the same SDK the developers at apple used to write the programs (mail, etc.).

They really should have hired more developers to get it ready for the launch of the iphone or at least for the touch.
