The reason this is a "completely irresponsible" article is that 9to5mac specialises in irresponsible journalism. :)
In this case, they happen to be right though.
Apple is very, very, careful about any kind of predictions. They also have years of experience at exactly this sort of device creation, marketing and sales of of said device(s), and know this market better than anyone. Anyone who seriously thinks that Steve Jobs just "made that 10 million number up" or that it isn't based on some of the most careful thinking on the planet is just not thinking clearly.
Betting against one of these (very rare) firm, predictions by Apple is foolhardy at best. Almost certainly they will make the 10 million figure or beat it soundly.
