AT&T Home activation returns

AT&T now does home activation again. It feels like 2007 again doesn't it? Good news is that you could theoretically pretty much pick up an iPhone anywhere (*cough Walmart*) and activate that thing.  As of now AT&T only, not even the Apple Store.

does anyone know if we can now buy the device without a plan the way we could with the original iPhone? I bought my iPhone in late 2007 and hactivated it--so i could use it without a plan. though this was before the ipod touch was as good as it is today.
