From the iPad SDK, it looks like the iPad can make emergency calls.
The above was easily achieved by enabling a passcode lock, and then entering it incorrectly about 5 times. You can then slide for a emergency call.
We’re not sure why Apple included this functionality, but it may be related to FCC regulations that all wireless “phones” be able to make emergency calls, even if the phones aren’t currently active or even assigned a number.
If the iPad can make emergency calls, it likely has the ability to make normal calls, though we’d seriously doubt that Apple wants calling to be part of the iPad experience (or compete with the iPhone). Hopefully Apple will let Vonage, Skype and other VoIP applications on the iPad, however.



Holding the iPad to your ear to make an emergency call sounds like the makings of an SNL skit.
If there is a real emergency, nobody is going to care if you look silly. And in any case, the iPad will probably function more like a speakerphone than a handheld, you’re not going to hold it up to your ear and speak into the home key.
However, no “normal” user is ever going to figure out on their own that they can make emergency calls by mistyping their passcode incorrectly 5 times at the lock-screen. Hopefully Apple makes a more obvious way to do this, if that functionality exists within the device.

It has a UMTS connection, and a UMTS chip is essentially what you call a “phone chip”.
It does have a microphone and a speaker built in, but as proposed by Apple, iPad doesn’t have a calling features, now when the FCC rule comes in play there are chances that Apple would limit the calling features to some emergency numbers. I would agree that this would make iPad quite similar to iPhone with some extended features added to it.

People. It runs the iPhone OS. Do we really need to start a new round of speculation every time the SDK gives up a clue that, yes, it shares a large amount of code with a phone?
